It’s official: amalgamation application sent requesting merger of Windsor, West Hants

WINDSOR – The Town of Windsor could soon be no more.

ARC and the town of Windsor have made a joint application to the NSURB to amalgamate with West Hants

The Nova Scotia Utility and Review Board received applications Feb. 24 from a community group and the Town of Windsor to merge the town with the Municipality of West Hants.

During the Windsor Council meeting on Feb. 23, members of the Avon Region Citizens (ARC) made a presentation about their pending application to the Nova Scotia Utility and Review Board, informing councillors they were ready to move forward.

Following their presentation, Windsor CAO Louis Coutinho said, as per earlier motions from council late last year, the town would make their own application in tandem.

Kathy Monroe, one of the lead organizers of the initiative, said the action was consistent with the Ivany Report's suggestion to streamline local governments to make them more efficient.

Council gave their full support to the initiative.

Mayor Paul Beazley told the members gathered that he’s been pushing for this since he took office, nearly eight years ago.

ARC said West Hants declined an invitation to join in the application.

Monroe said the petition that was circulated last year garned more than double the number of signatures necessary to make a citizen-led application for amalgamation to the NSURB, which will be the first one in Nova Scotia’s history.

Monroe said many instances of in-fighting between the two municipal units lead to this action, adding that the dispute over fire services was a major contributor.

If the application is accepted by the NSURB, it’s highly unlikely that the two units could merge prior to this October’s municipal election.

Stan Kochanoff, with ARC, said they’ll be putting up ARC endorsed candidates for the upcoming election in West Hants.

    It's really sad to me that there are still people in this area who scream about the fact that taxes might go up a bit initially. This isn't about taxes at first. This is about efficiency, this is about stopping the duplication of services. This is about buying in bulk, this is about cost savings in the future and the setting of a foundation for a solid future of this area. We may pay more at first, but after a few years pass you'll notice it'll cost less to police, protect, pave, clean, plow, etc as we can do it all under one reasonable contract. Things will equalize. Anyone who says they want the area to be a success essentially are lying if they go out of town to shop, out of town to buy food, out of town to eat out, etc. Let's all step up and be the change that we whine about not having.

    Windsor is a mess so you want West Hants to take on the mess. Clean your own house before complaining that another areas take on your burden. Business wanted to go there and they couldn't even make it happen. Example. Car lot.

      Well you can look at it like that John, or you can look at it from everyone elses point of view which is we are removing a pimple from the backside of of the County : ie, West Hants Council
